Responsible for developing more than $3.5 billion in real estate projects, including over 2,300 residential units in the California Bay Area, Hayden has experience in acquisition, contract negotiation, due diligence, risk assessment, financing, construction, and disposition of multifamily, single family and large mixed-use and master planned developments. He maintains relationships with a broad network of property owners, enabling him to identify and acquire prime investments. Hayden also has expertise navigating projects through the entitlement process by working with elected officials, community groups, and political organizations to gain support and get projects approved.

Mr. Burroughs has acquired and entitled over 5M square feet of product in Northern California, including over 1,500 residential units in Opportunity Zones. A real estate professional, he is experienced with supervising and directing all aspects of land acquisition, entitlements, forward planning, and land development including project underwriting, design, construction, relationship management, partnership/joint venture formations, debt and equity placement, management of consultants, and project/asset disposition. Mr. Burroughs serves on the Board of Directors for the Urban Land Institute Silicon Valley, San Jose Downtown Association, SPUR San Jose Urban Team, Bellarmine Alumni Council and the San Jose Light Tower Foundation.

Mr. Raft is a seasoned professional with substantial experience in real estate, law, and securities, and provides senior fund management through supervision, analysis, and advice on company structure, compliance, finance, accounting, organizational and legal strategies, and oversight of relationships with the company’s outside third-party service providers specializing in those practice areas. Mr. Raft served in this capacity with our Manager’s affiliate since the beginning of 2019 and, in 2020, was admitted as a member of The Opportunity Zones Working Group, which advises the U.S. Department of Treasury, Internal Revenue Service, the Community Development Financial Institutions (CDFI) Fund, members of Congress, and other federal and state agencies on best practices and practical applications for the Opportunity Zone Program. Mr. Raft has served as Portfolio Manager of a real estate trust with approximately $150M in assets where he directly managed business accounts and employees, supervised the management of hundreds of residential units, provided regular financial analysis, pursued investment opportunities, negotiated and drafted contracts and various other transactional documents, and litigated various matters as lead trial counsel on behalf of the company.

Paul Ring currently serves as Executive Vice President of Development and Construction for our Manager. Prior to joining our Manager, Mr. Ring worked for The Core Companies. While at The Core Companies, Mr. Ring oversaw the development of over $400 million in mixed use, apartments, and for-sale housing projects,. He has managed all project stages including, acquisition, program definition, entitlement, consultant selection and design, value engineering review, construction oversight, and warranty review, with responsibility for overall schedule, budget, and quality goals. Prior to joining The Core Companies, Mr. Ring focused on infill residential and mixed-use development while receiving his MBA at the UCLA Anderson School of Management. Before attending graduate school, he was Director of Operations for the San Francisco office of a national concrete and parking design and consulting firm; worked for several years as a project manager, structural engineer; and received his BS in Architectural Engineering from Cal Poly San Luis Obispo. He is an active member and past program committee chair of ULI, is a Board Member of the Housing Leadership Council of San Mateo County, , and is on the finance committee of Habitat for Humanity East Bay / Silicon Valley. Mr. Ring is also a member of the UCLA Anderson Bay Area Alumni Group, American Society of Civil Engineers, and a licensed Civil and Structural Engineer in the state of California.
Mr. Ring has developed, entitled, and overseen the design and construction of a wide variety of real estate projects in his career - including; office, hotel, mid and high-rise residential, parking structures, hotel, and mixed use developments. Recent highlights include:
- Linq at Newbury Park Transit Village, San Jose, CA
o Completed in 2017, the Linq mixed use development, is the capstone development of the Newbury Park Transit Village, located within 1 mile of the new Berryessa Bart station in San Jose. Linq includes 230 apartments and 8,000sf of retail, in a 4 story wood and concrete building surrounding a 6 story concrete parking structure. The housing project was the cornerstone of a 20 acre masterplan, entitled with a General Plan Amendment by The Core Companies, which includes a 1 acre public park surrounded by over 1000 for-sale townhomes and 500 affordable rental apartments. While at The Core Companies, Mr. Ring oversaw the $70 million development and construction on Linq, collaborating with development partner Republic Urban Properties. Financing was provided through a $45million construction loan from Bank of West and preferred equity by Essex Realty Trust.
- South Main Street Plaza, Milpitas, CA
o Entitled in 2018, the South Main Street Plaza is a 220 apartment, $120 million, transit oriented development within a ½ mile of the new Milpitas Bart Station. The 2 acre site was in two parcels that were originally part of two different City specific plans requiring the General Plan be amended and a new zoning put in place to allow a 7 story building with 5 levels of housing over a 2 story parking structure with first floor retail and a public plaza. Originally zoned for 40-60 dwelling units an acre, the new transit hub project utilizes density bonuses to provide an $ development at over 100 dwelling units an acre.
- Sparq Mixed Use Apartments, Downtown San Jose, CA
o Located in San Jose’s SOFA Arts District, the Sparq mixed use apartment project is a $52 million investment in San Jose’s Downtown Core. The project features an innovative design tailored to the creative tech worker in Silicon Valley looking for urban amenities such as the SOFA market, rock climbing, fitness and yoga gyms, found within one block of the site. Over 3000sf of retail along 1st Street, enclose a 2 story parking structure that incorporates an automated parking system. Mr. Ring negotiated the land purchase, and directed a development team overseeing the feasibility, planning and building approvals, as well as construction administration, marketing, and financial reporting.

Utilizing his sales-management and executive experience, Mr. Mackles has succeeded in quota-carrying roles across multiple F500 and startup companies. A cum-laude graduate of Santa Clara University, Morgan's expertise in building out scalable-and-repeatable sales processes has resulted in go-to-market success across multiple industries. In joining Urban Catalyst as SVP of Investor Relations, Morgan returns home to the Bay Area from his previous role as VP Sales at x.ai, a venture-backed Artificial Intelligence startup headquartered in New York City. Prior to x.ai, he was VP Sales at Iron.io, a cloud-technology startup based in San Francisco. Following the acquisition of Iron.io, Morgan was tapped by the Venture Capital community to advise portfolio companies on improving early-stage sales and revenue processes. Morgan continues to donate his time and expertise as an advisor/mentor for early-stage startups across the Bay Area
Sean Raft currently serves as Chief Administrative Officer of our Manager, and is also a member of our Sponsor. Mr. Raft is a seasoned professional with substantial experience in real estate, law, and securities, and will provide senior management and advice on company organizational, financial, and legal strategies by managing and overseeing outside vendor relationships to ensure the internal operational needs of the company are met on schedule.
Mr. Raft served as Portfolio Manager of a real estate trust with over $100M in assets where he directly managed business accounts and employees, provided regular financial analysis, pursued investment opportunities, and negotiated and drafted contracts and various other transactional documents. Previously, Mr. Raft also served as General Counsel and Alliances Executive for CheyTac USA, LLC, an international manufacturing company, where he produced six-figure wins while serving as lead trial counsel, successfully implemented and executed legal strategies to stop competitors from ongoing patent and trademark infringement, and negotiated and drafted contracts and term sheets for vertically and horizontally integrated partnerships. Mr. Raft has also served as a securities litigator at Pillsbury Winthrop Shaw Pittman in Palo Alto, law instructor at Santa Clara University School of Law, and trial attorney for the Santa Clara County Public Defender’s Office as well as the Orange County Public Defender’s Office where he litigated nearly 40 trials and over 60 noticed motions and received the Don Sims Trial Attorney of the Year Award in 2009.
Mr. Raft earned his juris doctorate after graduating summa cum laude with eleven academic awards from Santa Clara University School of Law. Sean holds a bachelor’s degree in biology from Georgetown University in Washington, D.C., and attended the University of San Francisco’s School of Management. Sean is also a California licensed real estate broker, member of the Bellarmine Alumni Council, and an instrument rated pilot.
